ROADS. The small increase of $2479 was due to an alteration of Bridge 2, decided on by my predecessor and there seems no reason why its approximate cost should not have been included in the Estimate of February 1908.

BRIDGES. As interchanges between Major and Minor bridges have been made I take the three items under this head together. No.1 Estimate was decreased in No.2 (after a year's experience) by $43,934. The present Estimate wipes out this decrease and increases last year's Estimate by $49,037. The Chief Resident Engineer's report states that $40,000 is due to the increased size of Gascoigne Bridge, which (as I have said under "Roads") was decided on early in 1907 by my predecessor. Any consequent increase in cost should have been included in the June 1907 Estimate and still more in the February 1908 Estimate. The Chief Resident Engineer's explanation is that the precise cost of the iron work was not known but Estimates are not framed on a precise knowledge of the state of the iron market at the time an order will be placed, and purport to include provision for all expenditure which can be foreseen.

The Chief Resident Engineer adds that the Taipo Bridge will involve extra cost. Its site was decided upon by Mr. Barry and is a part of the technical construction of the railway in which the Government has not interfered for any local convenience.

No provision is apparently made for rehabilitating the defective bridges. I shall be glad to know to what extent the estimate is likely to be increased on this account.
